OWENS NAMED DIRECTOR OF YEAR
WAYNE COUNTY, OHIO, JAN. 6, 2025 — Wayne County Department of Job and Family Services Director Richard Owens has been recognized as the Ohio Job and Family Services Directors’ Association (OJFSDA) 2024 Outstanding Director of the Year. Owens has served as Director of the Wayne County Department of Job and Family Services (CDJFS) since 2007 and has more than 30 years of public service, beginning as a budget analyst for the Cuyahoga County Office of Budget Management. He holds a master’s degree in public administration from The Ohio State University.
Under his leadership, Wayne CDJFS significantly modified and enhanced the agency’s digital imaging and workflow systems, increasing the agency’s ability to serve the public efficiently. Owens also promoted the adoption of case banking and shared services models for his agency, demonstrating a commitment to progress and dedication to the responsible management of taxpayer resources. His forward-thinking approach has streamlined operations, reduced administrative burdens, and promptly delivered vital services to those in need.
